A bit of a frustrating dismissal of the Abundance critique on this Pod.... (Good question by David R!)

The Abundance critique is (in a nut shell) that the government has changed over the past 50-70 years from one that can build things (space race, interstate highways etc) to one that is too full of lawyers regulating processes and not enough builders. The resultant processes are so complex that little is able to be built.

Johanna says this isn't true - and then proceeds to use as an example a NYPA / NYCHA RFP which resulted in a new Energy Star refrigerator. Sounds great except that example is....FROM 50 YEARS AGO! Kind of proves the point that you have to reach back so far for an example of these agencies being successful in innovating - Right?.

I HOPE HOPE HOPE that NYPA and other public agencies will not be so dismissive of this very valid and well supported critique. I WANT them to be successful but fear that they will prove the critics right.

To put a finer point on this fear - NYPA was approved to own and develop renewable generation in April of 2023 - 2 full years ago. What has happened in these past 2 years that NYPA can point to as a success? A few RFIs have been issued, and lots and lots of talk and meetings. The effort to allow NYPA to own and develop started in 2019 - so there was already plenty of time to think about what to do if it was successful - but alas nothing yet has been done...

So I would suggest to all public power advocates - get your plans in order if you want to be successful - and make sure you are working with BUILDERS not LAWYERS.
