What I meant (20 minutes ago) is (Biden's bill) increases utilities' total power by 4%/yr to Solar Electric and Wind power.

Steve Beck M.S. In Biden's bill he mandates, with a penalty, that utilities increase by 4%/yr their renewable (Solar Electric and Wind power) power for the next 7 years. Manchin opposes the mandate!

Now, what can be offered Manchin and Sinema that they can't turn down? Godhood? And, that reminds me of the Roman Emperor who remarked at a critical point, I feel I'm becoming a god.
